How a Luxembourg-based partnership is helping Foyer advance its AI strategy with performance, compliance, and trust.
Artificial Intelligence is reshaping industries at a rapid pace. But for highly regulated sectors like insurance, innovation must go hand in hand with control, transparency, and trust. In an innovative partnership, Luxembourg’s Foyer Group and LuxProvide have launched a proof-of-concept (PoC) project using sovereign AI infrastructure and the latest generation of European foundation models from Mistral AI. This makes Foyer one of the first companies in Luxembourg to explore concrete applications of Mistral’s sovereign foundation models, a major milestone in Europe’s fast-evolving AI ecosystem.
Foyer is one of Luxembourg’s leading financial players, with over 100 years of experience in the insurance sector. The group serves both individuals and businesses, offering a wide range of insurance and wealth management solutions, and is recognized for its strong customer focus, financial stability, and commitment to innovation.
We spoke with Remy Els, CIO of Foyer Group, and Filipe Pais, Chief Customer Success Officer at LuxProvide, to learn more about the goals, outcomes, and what makes this partnership unique.
Laying the foundations for AI at scale
Remy Els: “We started our AI journey early. As early as 2023, we began investing in our own GPUs, developing our AI architecture and testing foundation models. That early autonomy helped us get started quickly, but we knew we couldn’t scale sustainably on our own. That’s when we began looking for partners.”
Foyer’s AI strategy is built across multiple layers: infrastructure, data platforms, foundation models, and concrete applications in claims, customer service, and software development. “We treat AI not just as a technical tool, but as a cultural shift,” adds Remy Els. “We invest in training for our employees and change management to ensure that AI enhances, rather than replaces, human work.”
Why LuxProvide and Mistral AI?
Remy Els: “For us, sovereignty matters. Working with a Luxembourg-based infrastructure provider like LuxProvide and a European model developer like Mistral ensures compliance, control, and alignment with our values. Beyond that, we valued the quality and flexibility they offered, including customisable pricing, specialist knowledge and a scalable, hybrid infrastructure that can be integrated with our existing systems.”
The current PoC focuses on several use cases:
– Code assistant for Foyer’s development teams (based on Mistral’s Codestral model).
– IT Helpdesk chatbot to support internal users, with plans to expand to agents and customers.
– Hybrid infrastructure integration between Foyer’s environment and LuxProvide’s MeluXina supercomputer.
Bridging business, models, and infrastructure
Filipe Pais: “This collaboration works because each partner brings his strength. Foyer translates complex business challenges into clear use cases. Mistral delivers sovereign, high-performing models. LuxProvide provides the computing backbone and expertise to make it all run.”
MeluXina, LuxProvide’s supercomputer, was designed from scratch to serve both the public and private sectors, not just research institutions. “Our mission is to democratize access to high-performance infrastructure,” says Pais.
This tailored approach has been crucial in enabling the PoC to align with Foyer’s specific objectives and limitations, emphasising the importance of personalised, close support in complex AI implementations.
Security, trust, and regulatory readiness
Remy Els: “As an insurance company, trust is our greatest asset. We cannot afford unreliable answers or unpredictable model behavior. That’s why we’re taking a cautious yet proactive approach to integrating generative AI.”
Filipe Pais: “MeluXina is a sovereign, ISO 27001-certified platform hosted in a Tier IV data center in Luxembourg. That means regulated companies can keep their data local and protected, which is critical for finance and insurance, where data can’t simply be sent abroad.”
LuxProvide is also working with third-party initiatives in Luxembourg to develop AI sandboxes and tools that help companies validate model accuracy and compliance. “We’re building not just infrastructure, but an ecosystem of trust,” says Pais.
Where the PoC stands and what comes next
The infrastructure is live, the models are fine-tuned with Foyer’s internal data, and the first feedback loops are underway. While it’s still early to quantify business results, both partners see the technical success as a springboard.
Remy Els: “Within the next months, we hope to see measurable gains in development efficiency, helpdesk performance, and flexibility. The real value lies in our ability to adapt quickly in a fast-moving environment, free from vendor lock-in or tech debt.”
Filipe Pais: “Our job is to make sure Foyer has the latest tools, without having to worry about buying new hardware every three months. We’re already investing in a new AI-optimized version of MeluXina, designed with feedback from our partners.”
How LuxProvide supports AI adoption
Filipe Pais: “What we offer goes far beyond infrastructure. Depending on a company’s maturity level, we adapt our support. Foyer has strong internal data and AI capabilities. We work closely with them, but they are responsible for most of the technical execution. But for smaller companies, we may provide end-to-end support: from preparing datasets to fine-tuning models and even developing proof-of-concepts.”
This flexible model allows LuxProvide to work with both large enterprises and SMEs. “Our goal is to lower the barriers for companies in Luxembourg to get started with AI, whatever stage they are at.”
Handling a rapidly changing landscape
Filipe Pais: “We have to stay one step ahead, but also make sure our investments meet the real needs of customers. We’re currently building a new MeluXina AI platform with the latest hardware and software stack, which has been designed around direct customer feedback. It’s not just about chasing innovation but delivering value that fits real-world use cases.”
On trust, regulation, and model reliability
Remy Els: “For us, consistently delivering high-quality results matters more than simply improving productivity. Reliability is critical in our business. We’ve learned that integrating generative AI into production systems means adapting not just the tech, but also our internal processes and expectations.”
Filipe Pais: “We’re also actively working with national partners to develop tools that help companies validate model behaviour, including its accuracy, bias and regulatory alignment. This includes AI sandboxes and audit mechanisms. We’re committed to building a safe, sovereign AI ecosystem in Luxembourg.”
