The European Commission has selected a consortium formed by DEEP, OVHcloud and Clever Cloud for a €180M sovereign cloud programme strengthening EU digital autonomy.
Selected under a €180M, six-year EU framework, the consortium will deliver sovereign cloud services to European institutions, marking a key step in the bloc’s digital autonomy strategy.
OVHcloud provides its OPCP platform, designed for large-scale compute and rapid deployment. “When European players join forces, they make the difference,” says Octave Klaba, CEO of OVHcloud.

Clever Cloud adds orchestration and PaaS capabilities, enabling hybrid and automated cloud environments across infrastructures. “Sovereignty becomes real through production-grade infrastructure and cooperation,” states Quentin Adam, Clever Cloud CEO.
DEEP contributes hosting, cybersecurity and AI expertise, strengthening the security layer of the consortium. “We are building a sovereign cloud rooted in shared European values,” comments Sébastien Genesca, Managing Director of DEEP by POST Group.
It aligns with the EU Cloud Sovereignty Framework, emphasizing security, transparency, interoperability and environmental performance, and signals a stronger European cloud ecosystem.
Beyond infrastructure, the deal is expected to accelerate EU standard-setting and reduce vendor lock-in risks across public services. It reinforces Europe’s digital sovereignty agenda.
