Luxembourg’s business-friendly policies are starting to pay off after the country was ranked sixth in Europe in the 2026 Innovators Business Environment Index (IBEI) and thirteenth globally.
Published by StartupBlink, the list authors examined the regulatory, financial and infrastructural frameworks of 125 countries, as well as the ease of opening and running a business, market perception and financial attractiveness.
Luxembourg ranked 12th globally for market perception, and occupied ninth place for Digital Infrastructure.
But it was in the fiscal category that Luxembourg scored the highest, sitting in second place in Western Europe. Overall, Luxembourg outperformed Belgium, Germany and France in the ranking. Yet there remain challenges. Luxembourg occupied 38th place globally for ease of operating a business.
