New 19.2 Million Euros Seed Fund For ICT Startups


Luxembourg State and seven investors have signed a letter of commitment to constitute a seed fund for ICT start-ups.

In order to provide a suitable framework for creating and developing new innovative businesses, the Ministry of the Economy has decided, as part of “Digital Lëtzebuerg”, to set up an ecosystem in line with the needs of start-ups in the sector of information and communication technologies (ICT), particularly with regard to the financing of such businesses during their initial and start-up stages.

On 14 December 2015 Deputy Prime Minister and Minister of the Economy Étienne Schneider and the representatives of seven other investors signed a letter of commitment to constitute a seed fund. The signatories have agreed to gather public and private funds amounting to 19.2 million euros to create such a structure for financing new innovative high-tech businesses in the ICT sector.

The main but not exclusive aim of the fund will be to make venture capital investments in projects which have reached the proof of concept stage in fields such as cybersecurity, fintech, big data, digital health, telecommunications and satellite services, and the “Internet of things”. To facilitate the transfer of new technologies resulting from public-funded research, particularly that carried out by the University of Luxembourg’s Interdisciplinary Centre for Security, Reliability and Trust (SnT), a further aim of the seed fund is to invest in promising spin-offs in order to generate as much beneficial economic impact in the Grand Duchy as possible. This move is a further step in increasing the Grand Duchy’s visibility as a hub for launching new innovative activities in one of the key sectors in the country’s economy.

The seed fund, to be operational from early 2016, will be managed by a team of specialists with the necessary competencies for identifying and selecting projects for innovative businesses with substantial development potential in the Grand Duchy. The future “ICT Seed Fund”, which will be set up shortly, has been developed as part of a partnership between the public and private sectors involving well-known players in economic and financial circles. The stakeholders involved in the Fund will be (in alphabetical order): Arendt & Medernach, Banque Internationale à Luxembourg SA (BIL), High Capital (BHS Services), Luxembourg State, POST Capital, Proximus, SES, and SNCI.

L’État luxembourgeois et sept investisseurs ont signé une lettre d’engagement pour constituer un fonds d’amorçage pour start-up ICT.

Afin de fournir un encadrement propice à la création et au développement de jeunes entreprises innovantes, le ministère de l’Économie a pris l’initiative dans le cadre de “Digital Lëtzebuerg” de mettre en place un écosystème adapté aux besoins de start-up dans le secteur des technologies de l’information et de la communication (TIC), en particulier en ce qui concerne le financement de telles entreprises en phases d’amorçage et de démarrage.

En date du 14 décembre 2015, le Vice-Premier ministre, ministre de l’Économie, Étienne Schneider et les représentants de sept autres investisseurs ont signé une lettre d’engagement pour constituer un fonds d’amorçage. Les parties signataires s’accordent à rassembler des fonds publics et privés à hauteur de 19,2 millions d’euros pour créer une structure de type «Seed Fund» destinée au financement de nouvelles entreprises innovantes à caractère technologique dans le secteur des TIC.

Le fonds visera surtout, mais pas exclusivement, à réaliser des investissements de capital-risque dans des projets ayant atteint l’étape du «proof of concept» dans des domaines comme la cybersécurité, les FinTech, le Big Data, le Digital Health, les télécommunications et services satellitaires ou encore l’”Internet des objets”. Afin de faciliter le transfert de nouvelles technologies issues de la recherche publique, et en particulier du Centre interdisciplinaire pour la sécurité, la fiabilité et la confiance (SnT) de l’Université du Luxembourg, le «Seed Fund» a aussi comme objectif d’investir dans des spin-off prometteuses pour générer un maximum de retombées économiques nationales. Cette démarche contribue à renforcer la visibilité du Luxembourg comme hub pour le lancement de nouvelles activités innovantes dans un des secteurs clés de l’économie nationale.

Opérationnel dès le début 2016, le fonds d’amorçage sera géré par une équipe spécialisée disposant des compétences requises pour identifier et sélectionner les projets d’entreprises innovants à fort potentiel de développement au Luxembourg. Développé dans le cadre d’un partenariat public-privé regroupant des acteurs de renom du monde économique et financier, le futur “ICT Seed Fund” sera constitué prochainement. Il aura comme parties prenantes (par ordre alphabétique): Arendt & Medernach, Banque internationale à Luxembourg SA (BIL), État luxembourgeois, High Capital (BHS Services), POST Capital, Proximus, SES et SNCI.
