PULSE Summer Party 2026: A New Chapter For The Luxembourg’s Startups Association

On 8 July 2026, PULSE – Luxembourg Startups Association gathered founders, entrepreneurs, investors, policymakers and ecosystem partners for its annual Summer Party, marking not only the start of the summer but also a significant leadership transition for the organisation.

The evening celebrated a new chapter for PULSE with the introduction of its newly elected Executive Committee and Board Members, who will lead the association as it continues to strengthen Luxembourg’s entrepreneurial ecosystem.

The Executive Committee is headed by newly-appointed President Pierre Pereira da Silva, CEO of Foozo. He is joined by Vice President Misch Strotz, CEO and Co-founder of Neon Internet; and Treasurer Manuel Arrillaga Tamez, CEO and Co-founder of Horizon Farms.

PULSE also introduced its new Board Members: Virginia Baillie Strong, Founder and COO of Partao, and Kevin Muller, Founder and CEO of Passbolt.

Mikael Da Silva, who has been working with PULSE since the beginning of the year, continues as Community Manager, reinforcing the association’s commitment to supporting and engaging Luxembourg’s growing startup community.

The transition also paid tribute to the work of the outgoing leadership. Former President Genna Elvin and founding President Patrick Kersten were recognised for helping transform PULSE into a founder-driven association and an increasingly influential voice representing startups across Luxembourg.

In his first address as President, Pierre Pereira da Silva underlined that the next phase for PULSE will be built on collaboration. His message focused on bringing together founders, investors, institutions, corporations and public authorities to better address the real needs of entrepreneurs and strengthen Luxembourg’s position as a leading innovation hub.

The evening was also honoured by the presence of Minister of Finance Gilles Roth, who outlined the government’s ongoing efforts to support startups and innovation. Among the measures highlighted was Luxembourg’s new tax regime for startup stock option plans, an initiative designed to help young companies attract and retain talent while fostering long-term growth.

Luxembourg Finally Gets Stock Options Right

The official programme concluded with a networking cocktail at the A&O Shearman building, where guests enjoyed one of the city’s finest panoramic views. Against the backdrop of a summer sunset, conversations continued around the challenges and opportunities facing Luxembourg’s startup ecosystem, from access to talent and financing to AI adoption, scale-up ambitions and stronger collaboration across the ecosystem.

The PULSE Summer Party once again demonstrated that Luxembourg’s startup community is entering a new chapter. With renewed leadership, continued support from public authorities and a shared commitment to collaboration, the association is well positioned to continue championing founders and helping shape the future of entrepreneurship in Luxembourg.
