Driving Romania’s startup momentum is the availability of high-quality, affordable talent. Romania’s engineering talent is world-class, widely fluent in English, and cost-competitive—providing a solid foundation for innovation. Luxembourg, while global and highly skilled, faces a tight labour market. Cross-border talent programmes or partnerships with Romanian tech universities could help ease that pressure.
Romania’s startup rise has also been community-led. Accelerators like Techcelerator, hubs like Rubik Hub, and events like How to Web have built a culture of peer learning and risk-taking. Luxembourg could benefit from a more grassroots, founder-led community layer to complement its institutional support structures.
Many Romanian founders returned home after working in the UK, US, or Germany, bringing with them know-how and capital. Luxembourg’s diaspora—though smaller—could play a similar role, particularly if incentives and networking platforms are put in place.
Romania’s VC scene is still young but gaining strength, with support from EU-backed funds and local investors.
